Canada - Permanent Residence Pathways for Hong Kong Resident 

The Permanent Residence Pathway for Hong Kong Residents is a temporary public policy that allows Hong Kong residents with Canadian education or work experience to apply for permanent residence. The public policy will remain in effect until August 31, 2026. 

Benefits

  • May settle anywhere in Canada outside of the Province of Quebec 

Requirements

There are two streams for which one may be eligible to apply for permanent residence through the Permanent Residence Pathway for Hong Kong residents: 

Stream A: In-Canada Graduates 

  • Hold a valid passport issued by HKSAR or UK BNO. 

  • Be physically present in Canada when you apply and when you get permanent residence. 

  • Have a valid temporary resident status in Canada. 

  • Intend to live in Canada, in any province or territory other than the province of Quebec. 

  • Have a level CLB or NCLC 5 in all 4 skills (reading, writing, listening and speaking) in English or French  

  • Have graduated from a post-secondary designated learning institutes in Canada 

In the 3 years before you apply, with one of the following: 

  • A diploma (not graduate or postgraduate) for a program of at least 2 years 

  • A degree (associate, bachelor’s, master’s or doctoral) 

  • A graduate or post-graduate diploma or certificate for a program of at least 1 year (with the prerequisite program completed in the 5 years before you started your graduate or post-graduate program) and 

  • With at least 50% of your program completed in Canada (either in person or online) 

Stream B: Canadian Work Experience 

  • Hold a valid passport issued by HKSAR or UK BNO. 

  • Be physically present in Canada when you apply and when you get permanent residence. 

  • Have a valid temporary resident status in Canada. 

  • Intend to live in Canada, in any province or territory other than the province of Quebec. 

  • Have a level CLB or NCLC 5 in all 4 skills (reading, writing, listening and speaking) in English or French  

  • Have worked in Canada for 1560 working hours within 12 months on full-time basis or within 3 years on part-time basis before you apply 

Procedure
  1.  Prepare documents for PR application

  2. Submit PR application via PR Portal

  3. Receive Permanent File Number

  4. Authorities may request additional documents

  5. Applicants and accompanying family are granted permanent residency status
